Skip Turkish Military Service
On Dec. 15, 2011, a most anticipated law was enacted. Parliament approved a new bill regarding exemption from military service in lieu of payment, which enables men who are 30 years old and older to skip military service in exchange for TL 30,000. According to “The Bill Amending the Law on Military Service,” men who were born before Jan. 1, 1983, and have not yet completed their compulsory military service may instead pay TL 30,000.
Those who wish to be exempted must apply and complete their payments within six months. The money will go to a bank account under the name of the minister of family and social policy at Ziraat Bankas?.
Applicants can either pay the full TL 30,000 up front or half the amount at the time of application and the rest of the sum within six months. The law also works well for Turkish citizens living abroad.
Provided that they have been abroad for at least three years, Turkish citizens living abroad can pay 5,000 to 7,500 euros, depending on their age, and come to Turkey to serve a shortened 21-day military service.
According to the new law, they will be completely exempted from military service in return for 10,000 euros, regardless of age. In these cases, individuals will not even serve for 21 days. The bill was examined by President Abdullah Gül and approved and has finally come into force. For those who are interested in more information I am providing a translation of this new law below.
ARTICLE 1 — The phrase “5,112 euro” has been changed to “10,000 avro” in the first paragraph of first supplementary item of the Law on Military Service, numbered 1111 and dated June 21, 1927. The phrase “7,668 euro” in the third paragraph has been changed to “10,000 avro.” The phrase “euro” in the fourth paragraph has been changed to “avro.” Several phrases have been removed from the fifth paragraph. In the first sentence, “and be subject to basic military training for 21 days,” has been removed.
In the second sentence, “the one who did not join the basic military training until the end of the specified age limit,” has been removed. In the third sentence, “or the basic military training within the time specified in the regulation,” has been removed. Also in the third sentence, “and to be subjected to basic military training for 21 days,” has been removed from the text.
In the event of losing exemption from military service, or after completing military service, the amount that was paid by an individual seeking exemption — or by those who were no longer Turkish citizens before payment, became unable to serve in the military, or those who have died will be refunded in Turkish currency at the rate that dates to time of payment and the country in which the bank account was specified by the individual, his representatives or inheritors.
